Kevin Scott Frakes (also credited as Kevin Frakes) is an American film producer and media executive known for his work in production and film financing. Born May 17, 1978, in Cincinnati, Ohio, he has built a career at the intersection of creative development and capital strategy.

Frakes studied filmmaking at New York University’s Tisch School of the Arts, earning a BFA in Film & Television Production in 2001. He later expanded his business expertise with an MBA from Yale University in 2004, a combination that helped shape his approach to producing and supporting screen projects.

While still a student at NYU, Frakes launched what would become PalmStar Media Capital, the company he founded and now leads as CEO. With roots in both film-school craft and high-level finance, Frakes is recognized for bridging creative ambition with practical execution—an increasingly vital role in today’s evolving screen industry.
